Pre-Evaluation Of Labor Safety And The Industrial Hygiene In Sandaowan Water Power Station Located In Taolai River Of Gansu Province

This paper selected Sandaowan water power station located in Taolai River of Gansu province as a studied object, mainly discussed the methods of pre-evaluation that related to the labor security of water resourse and hydroelectric engineering and the industrial hygiene, which conformed to 《law on safety in production in the People's Republic of China》 and the rules on practising safety maganement of construction item formulated by the national security production administration bureau.Safety evaluation is a way that takes comprehensive evaluation and prediction on the possible existence danger and the possible creating results for the engineerings which are ready to construct or already have been completed with the pingciple and method of safety system engineering, and gives some relative security measures for the purpose of the security on the engineering and system according to the magnitude of accidental risk which are likely to generate.According to the feasibility study report, by using the principles and the methods of safety system engineering, this paper did the qualiatative and quantitative analysis on the danger and the hazardness which existed in design, construction, and management of the Sandaowan River water power station and men it confirmed the hazard and adverse factors and its destruction degree. Aiming at the chief danger and the adverse factors and the consequence and condition of the danger and hazardous caused by it, the measures of eliminating, preventing and relieving have been put forward, for sake of carrying out the policy of "safety first, prevention first" and ensuring the security sanaitary installation contenting with the national criterion, and also can design, construct, bring into production and apply at the same time with main works, offering scientific reference on the design, construction, supervision and working of program, and enhancing the intrinsic safety degree of program.By evaluating the labour security and industrial hygiene of this water power station, this paper provides conditions for the systematization, standardization and scientific of labour security and industry health administration in this water power station, in the meanwhile it offers reference on synthesize supervision and administration carried out by the department of security production management.
