Water resource is a kind of irreplaceable fundamental natural resource that the mankind depends on for existing and developing, and the base for the national economy and the sustainable development. The shortage of water resource is a main contradiction of the sustainable development in the 21st century. How to utilize water resource rationally and how to realize the sustainable development is becoming a corporate theme all over the world. Baoji is a serious water shortage city in north China. The shortage of water resources has baffled the sustainable development of Baoji City's economics. This research is basing on the basic date, keeping on the principle of sustainable development, modern water conservancy theory and so on. It is carryingout new strategies of the water utilization. The core is that supporting the sustainable development of society and economy with sustainable utilization of water resources. Pursuing overall planning, a whole measure, Comprehensiveutilization, keeping on the important principle of best use and avoid harmful sides,developing resources and saving water. Considering the varying greatly in spatial and temporal distribution, overloaded exploitation of groundwater, by investigating and estimating of exploitation, utilization and the present situation of administration in Baoji, using the linear regression analysis, grey method, anticipate the future water demand in Baoji, and analyze the supply and demand balance. Estimate the bearing capacity of water resource in Baoji objectively. Introduce the strategic problem of continuous utilization and administration of Baoji water resource comprehensively and systematic. In the analysis, we got the countermeasures to the water resource continuously exploitation, utilization and administration in Baoji. This paper mainly studies contents and result as follows:1) Through the investigation and assessment of the situation in utilization of water resources in Baoji, we found that the main issues are: Shortage of Water resources; Enviromental geological problem caused by groundwater overdraft; Severe water pollution; Low exploitation and utilization level and lag construction; Low effective availability and severe waste of water resource; Low water price is not good for saving and protecting the water resources.2) The paper puts forward the basis of sustainable utilization of water resources in Baoji including formation, connotation and theory of industry life cycle, theory of water resources value, and analyzes the method of forecasting the water requirement amount The author chooses linear regression analysis, Gray Series to forecaste the water requirement amount in Baoji. At last, analysis of the results showed the Gray Series gets the result is the optimal.3) Based on the analysis in the available water supply in 2005, 2010, 2020, 2030, it is concluded that all those years are out of balance, large moisture deficiency, and contradiction between supply and demand of water resources must restrict economic development in Baoji. It is propose the scheme of developing and utilizing available water supply, and Analysis of secondary balance of water demand under save-water scheme. Then a recommended development and application scheme is determined.4) Based on the current situation in Baoji,it is concluded that two methods of sustainable utilization of water resources: water saving is an ultimate measure of ensuring sustainable development; rational distribution of water resources is supporting factors of sustainable development.This paper provides a reference for sustainable development of water resource, establishing water saving society, and making Baoji to be the optimum human residential city.
