With the economical development and enhancement of urbanization, the urban traffic questions are prominent day by day. It is a research area for researchers. How to use fully the existing road resources by signal timing theory in a science and reasonable way, to maximum the traffic capacity of the signal intersection, and to reduce the delaying time. But current theories and the methods cannot completely meet traffic demands in our country, for urban traffic states are not same, the effective factors are complex and the economics and traffic develops very fast. Therefore, it is imperative that the traffic signal timing model on traffic be further studied.In this paper, the ring-angle grade crossing and simple point control is put on the systematic view after analyzing by three ways, such as quality, quantity, and experiment. In the view of qualification, a new classified way was established based on the land characteristics near the crossing side, and the transportation characteristic of the right-angle grade crossing in urban was analyzed.In the view of the quantitative, the single intersection classics and optimization controlling models, such as TRRL and revision method, HCM method of U.S.A., conflict method, two goal optimize method based on gray control theory and cycle, and signal overall target mix method were analyzed. The model based on the improvement of TRRL, which reflects the current mix traffic situation of our country is put up, according to the thought of "the great public transport has priority ". In order to make the new model suitable for our country's traffic situation, some optimizations were done, such as optimization of signal periods, conflict solution between motor vehicle and unmotor vehicle, motor vehicle phase choice, pedestrian phase place organise in a crossing who has many phases.In the view of the experimental, a crossing in Nanjing city was taken as example calculating by paper's result, and the obvious improvements was shown. It reflects that the model put up in paper is of rationality and practicability.The research results of this paper can be regarded as a way to solve the traffic problem at crossing and a basis for further research.
