With the rapid development of social economy in Urumqi and the increase of vehicleownership, traffic congestion problem in city has become a serious problem. There are twoways to solve the traffic congestion problems. One is increasing the road supply, Another isthat the traffic demand should be kept reasonable. The efficiency of traffic operation in citywill be enhanced when the signal timing is reasonable, which can reduce the traffic delays. Inthis paper, the intersection of signal timing in Urumqi is optimized based on the practicaltraffic condition of Urumqi, which can improve the road traffic solution.Signal control is composed of three parts, which are separately point control, roadcontrol and zone control. The TRANSYT, SCATS and SCOOTS are the three mature system.Signal control can realize adaptive control through the two level optimization system. Theparameters which are signal period, green ration and phase difference are calculated or chosenand signal machine will implement them directly in the first optimization. The length of greenlight will be adjusted to a small extent in the second optimization according to demand ofvehicle arrive and the limitation of phase difference before the signal machine implements thesecond optimization based on the solution of vehicle arrive per cycle when the signal machinereceives the project which are produced by the control center.This paper builds some models which are especially suitable for the Urumqi accountingfor the practical solution of urban traffic in Urumqi based the above-mentioned theory. It canobtain the bidirectional total traffic delay using the up and down traffic delay model. Thepaper also builds the traffic flow model, mean speed of sectional road model and queue lengthmodel which explain how to obtain values under different practical traffic conditions inUrumqi. In practice, it can obtain the different project of signal timing under differentintersection in Urumqi.Ten intersections from Kashi road are chosen. Then the paper optimizes their signaltiming. The result of traffic operation efficiency is better. Therefore, it is concluded the modelis useful and available.
