Since the reformation in 1978, the Chinese society has been changing a lot, the most remarkable achievement is the economic success. With the economic growth, the living level of people has got great advance. Meanwhile, Rapid urbanization is beginning, Retailing globalization. Just in this background, shopping mall, as one new retailing space, has been developed fast.This article reviews the experience in other countries, especially on the suburban mall in USA and the urban mall in UK. Then it reviews the related research and practice in China. Secondly, it summarizes the location and role of shopping mall in its city. Thirdly, it analyzes the mechanism of developing shopping mall in China form local government, developer and retailers, consumers. In these basements, this article chooses GuoMao Mansion as a case to scrutinize the development of shopping mall in middle city mainly by site observation, questionnaire survey and interview. It concluded that GuoMao Building is an attractive place not only for retailers, but also for consumers. And from the contrastation of GuoMao Mansion and the traditional shopping center ----Fountain Pool Mansion, it found some of the reasons why GuoMao Mansion has more attraction. Although 4 years later, GuoMao Mansion has been suffering criticism on architechture design, indoor design, planning and social impacts, it is still a popular place, and it is a model for middle cities which would like to develop shopping mall.
