At present we and the other countries all over the world mainly depend on unrenewable energy such as coal and oil. Along with the over-exploitation, the quantity of unrenewable energy is becoming less and less, and the investment in clean and renewable energy has been elevated to strategic place by the most countries because of the over-consumption of normal energy and the environmental pollution. Wind energy as a renewable energy is now being valued by more and more governments, especially the developed countries like the United States and EU members. Wind energy is very plentiful in china, especially in the north, west and east seaboard. Speeding up development of wind power generation is advantageous to the adjustment of china's energy structure, pollution control and economic sustainable development.In this article, firstly, the distribution of wind energy and the technology of wind power generation are briefly introduced, the successful development experience of wind power generation in developed countries is analyzed and summarized, and the existing problems in our wind power generation development are pointed out. The situation of wind resources is a decisive factor in construction of wind power plants. Also, the information of the area of Langweiba mountain in Guyuan county is systematically collected and analyzed in detail. Trough precise analysis of detailed date, it comes to a conclusion that this area is suitable to establish a large wind power plant. By comparison and analysis, equipment model of the first phase of the project in Langweiba mountain wind power plant is confirmed, and generation energy and utilization hours in a year are calculated on the basis of related data. According to the price level in the fourth quarter of 2006, through the estimation about investment project and appraisement and analysis of the financial situation, it draws conclusion that this project is available financially. Then, the environmental, social and economic effects after this project has been carried out are analyzed. Finally, the qualitative analysis about risks which possibly happen in the development of Langweiba mountain wind power plant is carried out, and then specific action is offered.The goal of this paper is to provide an important reference for the scientific research, design and construction of Langweiba mountain project.
