Wind power generation has developed rapidly in recent years and thereare already many wind farms in china. But with the increase of service time,the problems of its operation model, management model and the existingproblems of electrical equipments and wind turbine generator system(WTGS)are increasingly appear.First of all, the electrical systems for WTGS are complex. Due to poorstability of wind energy, the wind driven generator must be retrofitted withspeed, yaw and brakes, adjustment and control devices for a more steadypower output. While since small wind power density, wind turbine impeller sizemust be fairly large in order to get the same generation capacity. In addition,the present models of wind farms are diversified.Secondly, in the field of management, the time of China’s large-scaleoperation of wind farms is very short and the wind power operation andmanagement mainly refers to the fossil power generation operations. And wehave not formed a completely suitable method for wind farm management.And safety management system, technical standards and norms are notperfect. Most of operation, maintenance and safety regulations of the currentwind farm are enacted before2001, which cannot meet the current needs ofthe large-scale development of wind power.In addition, the rapid growth of wind power construction causes the scarceof the wind energy professionals. It is difficult for them to attract qualifiedpeople because the circumstance of the wind farms is very hard.In view of these facts, this paper will take the wind farm in Chifeng Khanmountain as the example to researching the two managements of wind farmconstruction and operation with scientific assessment methods, accurateelectrical design and optimize management practices, including wind turbineconfiguration, wind power deployment theory, arrangement of wind powerequipment and manpower management system and so on.Operations management is closely linked with the interests of thewind power generation. Good operational management model can not onlycreate higher profits, but also can ensure the safe, stable and efficientoperation of the wind power generation. Which management model should betaken in wind power generation must consider many factors, such as how tomeet the actual situation of the wind power generation, the wind powergeneration capacity, staffing personnel management and technical levels andothers. Chifeng wind power generation have had a series of attempt in themanagement. At the beginning the farm carried out one to one responsibility ofthe Duty system, and then they entrusted maintenance outside and thenestablished a professional maintenance team. Finally they embarked on theroad of "operation and maintenance of unity" for set up a contingent ofcompound professionals.Taking Chifeng wind power generation operation and management as the carrier, this paper describes the construction of wind power generationoperating system. Wind power generation technology systems use a series ofmeans such as grid-friendly power generations, intrinsically safe wind farms,technical monitoring, quality construction to regulate the windpower generation safety, equipment management, personnel management,operational management, and other basic managements, further promotingthe wind power generation management to a high level.The operating persons are the backbone of the wind power generationwhose main task is to set well the wind power generation labor. From the livingsystem construction, staff positions remuneration, job responsibilities andpersonnel system to formulate a detailed workforce management plan is animportant guarantee of the wind power generation’s stable operation.By researching, we make more accurate statistics of annual air volumecharacteristics in the territory of chifeng, determining its degree ofdevelopment of wind energy resources, and chosing reasonable selection,designand configuration according to the statistical data of chifeng wind farmwind resources, establishing an effective mode of production processmonitoring to better ensure the guarantee process in safety and normalmanner. And to develop a suitable configuration and management system ofhuman resources in chifeng wind farm to further attract a stable ofprofessionals.
