Wind energy, as one kind of clean, renewable energy, has a promising future of being developed and used in large scale. Wind power is in line with our county 's industry policy and industry strategic planning, and is in line with our country 's 21st century energy Strategic Planning, In addition, wind power can Promote our country 's industrial Structure adjustment. As a result, wind energy is very competitive and cannot be replaced by other kind of energy. TO make a decision of developing a wind farm in an area should be based on the reserve of wind energy resources in the area. Thus, it is critical to make an evaluation of the reserve of wind energy resources of the area. The wind energy resources of China are very rich, Wind energy resources are found in China 's southeast coastal area, Guangdong Province 's coastal area and its offshore islands, as well as Northeast and Northern area of China. Shandong Province is in the middle latitudes, has a long coastline, and bigger plain area. Strong winds appear frequently in Shandong. As a result, the reserve of wind energy resources is very rich in Shandong Province.This thesis includes four parts:(1) At first, this paper Analyses the benefit and the promising future of wind energy being developed, and discuss the Exploitation and application of wind energy in both ancient and modern , Chinese and foreign. Carry out statement on the application and the planning of wind energy at present in a few countries. On these account, Indicate the making use of wind energy is strategic choice in social development.(2) A summary of climate characteristic of Shandong Province is proposed. Based on the data of wind speed and wind direction from 1971 to 2000 of the 123 observatories in Shandong Province, and according to the 'technology regulation of the wind energy source resource appraises', some laws have been found that including wind direction prevail, wind direction changed with the season, wind direction changed in a day, Annual average wind speed, wind speed changed with the season, wind speed changed in a year and a day, frequency of every grade wind speed , besides , maximal wind speed and their wind direction distribution of Shandong Province and so on. Taking these as basis, author Sum up out the laws about distribution of wind energy source in Shandong Province.(3) According to the 'technology regulation of the wind energy source resource appraises', based on the data of wind speed and wind direction from every observatory, Statistical method is employed to research and calculate the parameters (including reliable wind speed and hour numbers of reliable wind, annual average wind energy density, and total wind energy resources reserves) of the wind energy resources in Shandong. The distribution of annual average wind energy density has emblematic on potential of wind energy resources. Then, the wind energy resources charts of Shandong are made. This province is divided into several areas according to the wind energy resources of the area. This thesis does an evaluation of the reserves of wind energy resources in theory and the capacity can be developed. All these provide reliable basis for wind power planning, surveying, design and long term power system planning, and optimization of power plants distribution.(4) Based on the studies of the wind energy resources in Shandong Province , the rich wind energy areas of Shandong are shown. These areas with rich wind energy can be considered to make wind power developed by the power system. Wind mills can be installed in the proper sites according to distribution of the wind energy. In this paper, the existence deficiencies on this evaluation are shown too. Furthermore, some advice is given to the user who will build wind mills according to this research result.
