Most of the roads have the premature failure in these years, and the main reason is water. This paper discusses the reasons and the source of water. According to the foreign and home research and experience, pavement structural drainage system is a good method to solve the problems. Drainage base is a main way of the system. The drainage effect and durability are depended on the property of the drainage base material.Strength and porosity are the two factors which should be considered in material design. There is a liner relation between porosity and coefficient of permeability. The kinds of porosity and test method are introduced. Then the coefficient of permeability can be predicted by the relation. The porosity can be given to control the design by structural test.In material design, the structure and cement slurry are important. As the important part of the material, the structure provides strength and porosity. CBR method and dynamic load method are used to evaluate the structure mechanical property. Design the concrete through the orthogonal experiment and analysis with effect coefficient method the result to determine the best combination. The concrete dosage is designed by volume design method. Choose the indoor molding method.In order to research the reasonable consistency, the cement drainage experiment is designed. The effect of the molding method is considered. The evaluation method is cement drainage experiment. The criterions are porosity diversity and strength to quantitatively the concrete consistency. The relations between quality and porosity and strength are built. With this, the quality can be determined to satisfy the porosity diversity and strength.To test the material design method, the different time strength, resilient modulus, cleavage strength, dry shrinkage property and fatigue properties are validated. Compare these properties with some common semi-rigid base materials, the permeable base has good road performance.In the construction of the experiment road, the water insulation, the road structural drainage system, the construction technics and conservation are required in the paper. Test the strength in the construction field.
