The problems facing mankind are global warming and the energy crisis. Energy conservation has become a top priority at the moment. In China, research of public buildings in the field of energy started late, particularly the study of public building energy saving in cold region. So the issue is the need to conduct a thorough application front-topic.The main contents are as follows: collation of existing public buildings energy information in cold areas and analyzing the reasons for the high energy consumption; Researching the characteristics of cold climate and utilization possibilities of renewable energy resources; from the perspective of architectural design draw energy-saving strategy; From a point of technical view the application of finishing reached renewable energy technology applications strategy.It is through comparison,example,analysis and induction method to study the contents of the above study conducted for the cold area of low energy consumption of public buildings design strategy.From the perspective of architectural design, some types of large-span space of public buildings such as theaters could be placed in the general lighting conditions base; For the small space of public buildings such an school,office,hotel. It is should pay attention to their natural lighting requirements; crowded public buildings should choose a summer well-ventilated towards etc; On the stage of graphic design, under the meeting the functional requirements It is should divide the space by thermal regions; Body design should not be given a simple shape which reduced to a minimum. Centralized body of the public body building design is not necessarily better than the decentralized one.From renewable energy technology applications perspective, It is should pay attention to the difference of different types of energy. Application of solar energy technology should be pay attention to that the key technical problem is well-designed cooling ventilation; Application of geothermal technology should pay attention that the most economical way is to fix up geothermal heat pump in the initial stage; Wind power generation should provide added impetus to compensate for instable of wind power. Building designers should consider wind integrated with building, and let the wind round to be one of the elements of construction.In this paper, the prospects and the social and economic value of the research result is inestimable to application of the research results. The energy-saving public building has been elevated to the legislative level in our country. It is obviously that the study of this area is very important. The research results are of great practical value, guide energy-efficient design of public buildings in the cold region. Public building energy-efficient design for China to achieve sustainable economic development has a very important significance. This study is only a beginning, and in public buildings to reduce energy consumption has played the role of feedback.
