Energy conservation is an important energy policy in China's sustainable development strategy. In recent years, the proportion of building energy consumption in total social energy consumption has gradually increased, and the importance of building energy conservation has become more and more important. The energy consumption problem of domestic public buildings is extremely prominent, which is the focus of building energy conservation renovation. This paper takes the energy conservation retrofit technology of existing public buildings in cold region as the research contents, and uses the building arc mean value elasticity analysis method to study the sensitivity of building load to energy conservation factors, and uses economic analysis methods to explore the economics of common insulation materials, analysing public building energy conservation transformation technology from multi-angle,providing a certain guidance for the energy conservation renovation work of public buildings in cold region.First,This paper uses DeST simulation software to build a simulation model based on a public building in Qingdao and verifying the availability of the model, and the building energy conservation technology suitable to cold region is analysed by being divided into three aspects: energy conservation of external enclosure structure, energy conservation of building environment and energy conservation of air-conditioning system, forming building energy conservation classification of cold region. Then, according to the energy conservation renovation reality of the building, selecting different energy conservation technologies of various factors from the three aspects of building energy conservation, with the help of DeST mode to change the technical parameters for energy consumption simulation, and researching the building load sensitivity under different technologies, the trend and extent of energy conservation technologies sensitivity is studied through the longitudinal comparison and horizontal comparison, and then obtaining the priority factors considered for energy conservation renovation in Qingdao. Finally, the four insulation materials EPS,XPS,rockwool and PU,which are widely used in energy conservation renovations of exterior wall and roof, are used for economic analysis from the aspects of economic insulation thickness, material return investment ratio and investment recovery period.Research results show: In the external maintenance structure, the sensitivity of building acumulative total load to window is highest, and the sensitivity of building acumulative total load to roof is lowest, and the heat transfer coefficient of the outer window is preferentially reduced in the energy conservation retrofit. In the internal environment of the building, the annual accumulated total load sensitivity to occupant density is higher than the sensitivity to lighting power.Occupant density setting of room should be small relatively. In the air conditioning room setting parameters, the sensitivity of typical room acumulative cooling load to indoor air conditioner temperature is higher than that of relative humidity, the indoor temperature setting is prioritized to have a better energy saving effect. For exterior wall and roof, the thickness of the economic insulation layer of EPS,XPS,rock wool board and PU insulation material is 80.35 mm,61.48 mm,57.97 mm and 41.93 mm respectively. The income to investment ratio of XPS insulation materials for exterior wall and roof is the largest,0.72kW·h/yuan,0.84kW·h/yuan respectively, and the payback period is mimimum,8.54 years and 7.38 years respectively. It is best to use XPS preferentially in the process of energy conservation renovation.
