Along with the energy conservation work deepening, take energy conservation renovation of the existing public building as a key point, take the government office building as the demonstration, advanced positively energy conservation renovation of existing building already to raise the agenda. This article selects in Harbin region public building the numerous multi-layered office building as the object of study, only carries on the analysis on the key of energy conservation renovation of construction——the key is energy conservation renovation of building enclosure.This article through investigation way of the sample investigation and the typical investigation, investigation method of the visiting method, the inspection method, the report method, carries on the massive investigations and the acquisition of information on construction survey, the present situation of energy consumption , user's subjective feeling to the existing multi-layered office buildings in Harbin region. Through the analysis pointed out the existent question, through the policy measures and the technical measure proposed the plan of energy conservation renovation.
