As weak group, the present living situation of old urban inhabitants is to be concerned all the government,society,builders and investors.The city old people withdraw gradually from occupation group. More survival state is dependent on society system and the habitancy environment already is an inevitable trend. But the tradition family provide for the aged acting on accepting a one-child family increasing by weaken, our country develops society coming having no way to take out large amount of financial resources material resources providing for the aged, being able to be that the city old people provides a fine safety or not fosters the environment thing to shut social stability in and develop, the mode of the system is analysed.
