With the developing of economy, the changing of urban function, putting into practice of two day-off, the aging tendency of population, and shortening of work time in one life, so more and more people are interested in leisure, and need more Urban Public Leisure Spaces. And with the acceleration of urbanization and the increase of urban population, Urban Public Leisure Space plays a more and more important role in improving the urban ecological environment and advancing the sustainable and healthy development of urban economy. However, we have ignored the value of Urban Public Leisure Space for a long period as affected by the traditional economic theory. At the same time, as a public goods, Urban Public Leisure Space cannot form a demand market, and its tremendous ecological effect, economic effect and social effect can not be embodied, so the investment of Urban Public Leisure Space construction lacks internal benefit driving, which will ultimately affect the sustainable development and industrialization of Urban Public Leisure Space construction. Therefore, the research on the value of Urban Public Leisure Space and its valuation technology is an urgent task in the preservation, planning and construction of Urban Public Leisure Space. Theoretically, it improves either the improvement of environment resource value theory and town planning theory; pratically, it provides the valuation model and quantitative analysis model of Urban Public Leisure Space value, and regulates Urban Public Leisure Space management.At first, the paper studied the concept of Urban Public Leisure Space, and three service functions (ecological function, economic function and social function) of Urban Public Leisure Space were pointed out, and their meanings were analyzed.Based on this, the paper analyzed the value of Urban Public Leisure Space, including the following types: direct using value, indirect using value, option value, bequest value and existence value. And the connotation and characteristics of each value type were analyzed.In addition, using the data of Xi'an, this paper established the regression model between GDP and Urban Public Leisure Space and other driving factors, and separated the attribution of Urban Public Leisure Space from GDP, accordingly calculated the use value of Urban Public Leisure Space. Then the meaning and the valuation method of existing value------CVM were analyzed. With the case of the Square of the Giant Wild Goose Pagoda Square; Bell and Drum Tower Square; and the Huancheng Park in Xi'an and in light of the principle of CVM technology, some Xi'an residents were surveyed with the questionnaire. Using association table analysis and x 2 test method, the research also made relative analysis of the effect of the subjects' age, education degree, and income level on the amount of WTP. And From macro and spatial-temporal aspects, developing stage factor, environment factor, landscape factor and accessibility factor, which affect the value of Urban Public Leisure Space were brought forward. At last, the problems of controlling and influencing mechanism of Urban Public Leisure Space value were analyzed, and in order to improve the comprehensive benefit of Urban Public Leisure Space, several countermeasures were put forward.
