Railway out-of-gauge freight transportation is mainly aimed at the part of large engineering projects or national defense construction infrastructure.At present,the railway transport sector has also been focused on the safety of the transportation of out-of-gauge freight.With the rapid development of China's economy,the railway industries which enter the high-speed development at the same time also face a variety of new problems and challenges.From a point of view,thespeedoftrain has been greatly improved after the six speed-ups.From another point of view,the goods category of railway transportation is rich and the total amount is also increasing.At the same time,the economic and social development requires the railway transport organization need to have economic requirements.So how to protect the railway out-Of-gauge goods transport safety and guarantee a good economic benefit of transportation organizationat the same time,it has a very important significance of social and economicfor the railway out-Of-gauge goods transport organization.In view of this,this paper constructs a mathematical model,to establish the evaluation index system and selection method.Add the active evaluation method to the railway out-Of-gauge goods the transportation organization management,On the basis of the reliability evaluation of the railway out of gauge cargo loading scheme and the transportation process,the best cost-effective transport organization scheme is selected based on the further protection of the goods transport security.However,at present,due to the lack of specific evaluation index system targeted for the safety of the railway out-of-gauge freight transportation and the lack of evaluation content of relevant economic indicators in the program selection process,a scientific and reasonable comprehensive evaluation of the safety and cost of the out-of-gauge freight transportation is an important problem of the current transportation organization of out-of-gauge freight.Around this problem,the main research work of this paper was as follows.(1)The present and faced situation and the management measures of China railway out-of-gauge freight transportation were analyzed.The advantages and disadvantages of the current transportation organization of out-of-gauge freight were analyzed on existing transportation environment and situation.(2)Combine with practice,the process and content of the transportation organization of out-of-gauge freight were analyzed and the factors that affected the safety of railway out-of-gauge freight transportation.According to the influence factors of the safety and cost of the out-of-gauge freight transportation,the comprehensive evaluation index system of the safety and cost of the out-of-gauge freight transportation was set up.At the same time,taking the cost of out-of-gauge freight transportation into account,the comprehensive evaluation index system of the safety and cost of the freight transportation is established.(3)The cost of transport mainly depended on the research of station's program,but the analysis of the reliability was depended more in transit,so this paper considered the establishment of system simulation in transport process.Most of the existing transport process analysis softwares are aimed at detection.Therefore,this paper abandoned the previous detection system and used dynamic simulation software for mechanical analysis establisheda dynamic simulation model of a section of out-of-gauge freight train by the SIMPACK software,and simulated the transport state of freight train through the curve line of 400 meters in the transport process of out-of-gauge freight.It was more accurate to calculate the reliability of out-of-gauge freight train in real time by real-time simulation and data acquisition and analysis of the simulation model.In contrast to the risk coefficient value that directly calculated,the simulation method reduced the workload.(4)Respectively used single parameter sensitivity analysis method and multi-parameters sensitivity analysis method to analyze the sensitivity of influencing factors of transportation reliability of loading reinforcement simulation and determined the sensitive parameters and its sensitivity in the model.The influencing factors of transportation reliability included the vehicle rollover coefficient,the vehicle derailment coefficient,the displacement coefficient of goods and the overturning coefficient of goods.The results obtained by the two methods were compared as the local sensitivity and global sensitivity.By comparison,the similarity of the two kinds of sensitivity analysis was good.(5)Compared to the common path selection method of freight transportation and combined with the characteristics of out-of-gauge freight transportation,the paper used the improved genetic annealing algorithm model.The paper established an evaluation model of multi-objective optimization on loading and reinforcement and path choose of out-of-gauge freight transportation.Took the loading reinforcement scheme and the goal of transportation route optimization into account,we got more scientific and reasonable evaluation results.
