| Municipal projects usually have the following characteristics: The first one is the high degree of complexity and large number of participants; the second one is high cost and many stakeholders; the third one is that projects have many uncertain factors and they are usually influenced by the impact of the external environment; the fourth one is the strong political goal. It requires modern management techniques and methods in management of the project, in order to ensure that the limited resources can achieve the desired objectives. This paper has studied time and logic features in the project management. Combined with certain municipal construction experience, it also has made common horizontal road chart and network overall planning method to be the manpower low technology of horizontal road and network. And it has formed new project plans and control tools. Its overall coordination has compensated a series of defects which involve no connection in horizontal road, not reflecting critical path and being unbeneficial for limited relation of quantitative analysis. And it also improves difficult situation that the logic convergence is hard to be finished in Mono network and the timelines cannot regulate progress. This technology integrates technological characteristics of Gantt chart and network, which is easy to understand, to learn and to utilize.
