Today, navigational information provided by competent authorities is the main aids for vessels. Traditional means to supply fairway information are notices on paper, voice and web browsing. With the popularity of ECDIS, all experts, worked in this field, focus on how to integrated the complicated navigational information to ECDIS flatform. As for the complicated situation of inland waterway, the competent authority concerns themselves with this matter more and more. Notices to Skippers also called Notices to Skippers Information Service, provides fairway information, transport information, traffic information, voyage planning information and other informations for caption and or conning skipper. Notices to Skippers are a service implemented by a competent authority, designed to improve the safety and efficiency of inland navigation and to protect the environment. It also makes a progress in reducing the workload of conning skippers.In this paper, after studying the status of research of RIS, studying the development skills and methods, in the light of methods and practices of e-navigation, considering the features of Yangtz River inland waterway information service, under the circumstance of Yangtz River digital fairway and intelligence shippment demonstration project, an exploring research has been made for the content and the pattern of Yangtz River inland Notices to Skippers Information Service. In this paper, the writer sort all the information that needed when navigationing in Yangtz River into five files. Each file is encoded by CJ-57 format. In this way, the files can be integrated into ECDIS by push and pull service. Moreover, in this paper, the writer also structures the framework of the Notices to Skippers Information Service and describes the process of the whole service.
