The problem of maritime safety draws more and more attention of the world, and the risk control is one of indispensable components of the safety management. Being one branch of marine transport, Ro-Ro transport is of high risk, whose accidents taking place usually go with serious loss, and thus, it is crucial important to study on the risk of Ro-Ro transport. Moreover, risk control can prevent accidents of the Ro-Ro transport, enhance the level of safety management can decrease, or even eliminate the risk of Ro-Ro transport. The progress of science and the improvement of management have seen new problems and menaces related with human factors of Ro-Ro transport. Hence, new ways should be used to future the study on human factors of Ro-Ro transport, in order to raise the ability of checking out and insure the safety of Ro-Ro transport.Ro-Ro transport system is a complicated one and it composes of liveware, hardware, environment and software, which interact with each other, and whose harmony affects the risk quality of Ro-Ro transport deeply. The human factor are the critical elements and safety of Ro-Ro transport depends on them. So the study on the human factors is the focus of the Ro-Ro system and ought to be done immediately.Due to the complicated and ambiguous characteristics of human factors, the thesis investigates the human factors of Ro-Ro transport based on the order of "risk identification-risk assessment-risk control". It reads as follows:â‘ on the stage of risk recognition, the paper makes use of Reason model and SHEL model to analyze scientifically human factors of Ro-Ro transport. This thesis does not divide the 'Ro-Ro' system into 'man' subsystem, 'machine' subsystem, 'environment' subsystem, and 'management' subsystem as convention. But, from a new perspective, divide it into 'L' subsystem, 'L-L' subsystem, 'L-H' subsystem, 'L-E' subsystem, and 'L-S' subsystem. A correspondent index system of human factors is also established with the help of the initiative.â‘¡On the risk assessment stage, the thesis set up a risk assessment model of human factors, and computer software is added to help the assessment of the human factors, especially in the Bohai channel.â‘¢On the risk control stage, the thesis designs the flow of implement of risk control, and the design make risk control done more scientifically and effectively. During the research of methods of risk control, the thesis puts forward a suggestion concentrated on the aspects of final assessment result, index weights, separate assessment results, and etc.
