Safety is the lifeline of urban rail transit and eternal theme. With the rapid development of the rail transit in our domestic city, the operating mileage and the scale of network increases ceaselessly, Urban rail transport operator accidents have occurred, and showed an increasing trend. In the modern urban rail transit operating system,people is the main body of the normal operation of the whole system decision-making and control.People the most active influencing factors in the operational safety, but is the most difficult to grasp. In urban rail traffic during the operation of the accident, the man-made accidents as high as70%above, and the consequences are dominant, therefore, human factors have become the main operation safety level of bottleneck. So, the human factor is the largest urban rail traffic risk, if control the human mistake occurrence, we can improve the syestem's operational level and reduce the accident. Therefore, by the the analysis of the research in urban rail transit human factors, has the important practical significance.This paper first introduces the development of urban rail transit in China present situation, and points out the existing personnel issues. Second, according to calendar year operational accident collection, we explore operational accident type distribution, delay time distribution, accident rating rule,and analysis the risk of accident type, finally conclud that the accident risk of human factors is the most dangerest. To the accident cause theory, human factors theory and practical investigation as the foundation,detail analysis of the urban rail traffic of human factor's features, essential factors,and causal mechanism of accidents. Through many times on a visit to the related departments of Beijing Subway Operation Company, obtain the passengers and crew, especially the key post personnel's(dispatchers, zong controller, flight attendants and maintenance men) forms of human errors,then, use the system dynamics (SD) model to discuss these risk factors of the coupling and conclude that the risk factors of between mechanism, and use interpretative structural modelling method (ISM) to analysis these influence factors and the inner link, conclude these factors's pass class time structure.At the same time, use the theory of grey correlation degree analysis the age, length of service, educational level and the relationship between the accident, and draw the conclusion that if the employee's age is more smaller and older, length of service is less than five years, and the education is lower level, he is more easier to cause the accident.Then, according to above analysis, respectively from the individual factors, management element, environment element three aspects, raise the urban rail transit operation safety risk for comprehensive evaluation index system, this index system include three primary index,11secondary indexes,17level3index, and with a metro company as an example, use the fuzzy comprehensive evaluation theory to analyze and verify the actual maneuverability and feasibility of the evaluation index system.Finally, according to the development of accident "in advance-matter-Afterwards" three stages, was put forward based on the "governance, control, save" of the control system for prevention and control measures, that is prevention, course control, after the rescue.
