Think About Some Issues Of Baotou Water-saving Society Construction

China is a short of water resources country, poor in water resources became an important factor of influence the economy and society sustainable development. Especially in the arid area of northwest China where several of minority nationality were reside in. The economy and society of these areas were lie on water resources greatly on the one hand, but on the other the situation of poor in water resources was serious. So the exploration of Sustainable Use of Water Resources is practical and significant.The arid area of northwest China lies to the north part of35°N and the west inland arid area of106°E where include all the land of Xinjiang and the Gansu Panhandle, also the land west of Helanshan mountain which is belong to Inner Mongolia Province. It takes up24.5percent of the total land areas of the country and comprised three large minority nationalities which are the Xinjiang Uygur Autonomous Region, the Inner Mongolia Province and the Ningxia Hui Autonomous Region. The characteristic feature of the arid area of northwest China was alternative distribution the inland basin with high mountains and caused the river from high mountains runs to inter mountains basin, a tendency of water to be or remain at the center. Besides, the diversity of climatic conditions is clearly, precipitation in the mountain is lower than midstream of Central Plains was which is lowered form300-1000mm to100-200mm,however, the downstream is under the50mm. With the interaction of climatic condition and unbalanced distribution of water resources, the frangibility of natural ecosystem is reacted strongly to water resources development and utilization. Since1940s, the population of northwest was increased rapid, social economic Development and the large-scale exploitation of water resources caused a whole string of natural environment and hydrology changes. The sustainable development of area economy and Urban Inhabitable Environment were restricted by these changes. Therefore, we must realize the matter of Sustainable Use of Water Resources deeply and make arduous efforts for the sake of area society development.In this paper, we discuss the Water-saving society construction in Baotou where it is a city of Inner Mongolia Province, it’s aims to explore the way of Sustainable Use of Water Resources in northwest could be put into effect truly.This article analyze the current situation of water resources in Baotou and associate with the actual conditions of Water Saving Level in China, it mainly adopts documental method, case-searching method and survey study method, also use lots of experience of other countries for reference. The article research and explore the construction of water saving indicators system in Baotou, investigate and analysis on the progression and the question in constructing the water-saving society. The paper concludes three parts:introduction, text and conclusion. Introduction part introduces research background, the chief contents and the current research situation both at home and abroad. The text part is based on three stages. Firstly, according to the current situation of social and economic development level and the present state of affairs and utilization of water resources on Baotou city, analyze the main problem of water saving work which it is necessary for building a resource thrift and environment friendly society, explore the immediacy and the necessity of water saving. Secondly, the following analysis and sum up experience of constructing the water-saving society when it is developed during the period of the Eleventh-Five-Year Plan, the paper further forecast the indicator of economic and society development during the period of the Twelfth-Five-Year Plan. It also make an preliminary analysis of the balance between supply and demand in water resource and to form a scientific water allocation plans which is based on the characteristics of the main source of water supply, the daily supply capacity and the residential water demand. With the residential water demand and under a certain principle of distribute the water resources, we must make a choice based on an overall consideration of various factors which are different in each area towards to water resources such as production, living conditions or ecological benefit. Thirdly, the author presented concrete proposals for improvement of water-saving society construction in Baotou based on the current situation. The last part of this paper is conclusion.The author believes that expediting institutional and mechanism innovation is in need such as extensive establish the water saving industry and improving safeguard measures structure, although there is a brilliant achievements on water-saving society construction in Baotou. Thereafter, an accurate experience of sustainable use of Water Resources in the arid area of northwest China could be made.
