A Study Of Sater-saving Society Building In Dalian In The Sight Of Sustainable Development

Water resource is one of the important material foundation for human survival, social development and ecological balance. As the basic natural resources it is one of the controlling factors of the ecological environment, at the same time it is also a strategic economic resource, which is an integral part of a country’s national strength. Dalian is very poor in water resources which accounts for only a quarter of the national per capita possession of water resources. It is one of the serious water shortage cities, and the water shortage has become the bottleneck of the rapid development of the Economic and Social in Dalian. Dalian became the third national water-saving society in2003following Zhangye in Gansu Province, Mianyang in Sichuan Province, and in2007Dalian passed water-saving city building examine from State Ministry of Water Resources and Water Management Division and Liaoning Provincial Department of Water Resources. Four years building of the water-saving society has let Dalian made some achievements in sustainable use of water resources, especially through a number of administrative, economic, legal, technological and other means to promote water-saving society in Dalian. But it is still inadequate in some respects, such as water supply and demand contradiction, not high water resources management in the overall level, the obvious contradiction between economic interests and the water-saving society and other issues. With regard to these problems, the writer considered the actual condition put forward to the basic idea of building a water-saving society in the sight of sustainable development in Dalian. First of all the writer proposed the basic principles of water-saving society to be followed, which is people-oriented principle, local conditions principle, environment-friendly principles and sustainable development principles; Secondly the writer borrowed some foreign advanced water-saving experience, such as water conservation and water recycling experience of America; rain-borrowing experience of German and advance water-saving experience in Japan; Thirdly, the writer focus on the further strengthen of the management level of the water-saving society, such as deepening of the water-saving management system, accelerating the construction of water-saving regulations and giving full play to both government and market forces; Finally, the passage focus on the improvement of the public awareness in water-saving society, while increasing capital investment and the application of technology products. In a word, should be based on the actual situation in Dalian, to ensure that Dalian economic and social sustainable development.
