Theoretical Research On Evaluation Of Highway Project Goal Sustainability

The construction engineering project post-evaluation dated from America in 1930th. In 1960th; it was improved because of the great plenty of nation budget fund in the plan of"against poverty", and then formed the intact appraisal system. The post-evaluation of highway construction project has been used in China since middle and later periods of 1980th. As for the development of highway transportation in our country and the improvement of the revolution of construction engineering system, so it is an urgent and new subject to build up intact highway construction project post-evaluation in our country.In the first part, the author reviews the course of highway development in China, brings forward the issue of post-evaluation of highway goal sustainability, analyses its significance. Based on expatiate on the investigation actuality of sustainability evaluation in our country and overseas, and analyses the meaning of goal sustainability, the author educes the meaning of highway goal sustainability.In the second part, The author analyses inscape of highway sustainability in the aspect of economy, society and environment by data collection of several highway in China, which is the foundation of establish sustainability evaluation index. Then the author draws up the evaluation index system and educes the weights of sustainability by the Delphi method. Again, the paper introduces the Grey Theory as the method in the present paper.At the end of the paper, the author analyses the sustainability of Lianyungang-Xuzhou highway ,the compact of external condition and internal condition on sustainable development and use mathematics model carries on to measure and evaluate to that item, and get the final result of the project goal sustainability post-evaluation. The final result is reasonable according to fact.
