In China,shanty towns usually refer to the downtown forgotten areas,urban villages and factory villages,as well as temporary housing built with or without government approval after mass migration of peasants to cities.The existence of such housing in the shanty towns that is often characterized by power earthquake resistance,imperfect functional facilities and harsh living environment has a significant impact on residents' quality of lives and city image.Governments at all levels in China lay particular stress on the transformation of shanty towns.Prime Minister Li Keqiang indicated that the transformation of shanty towns constitutes a major part of the construction of affordable housing projects.The implementation of shanty town transformation is a major livelihood project with multiple wins that tally with the wills of our people and benefit their livelihood,conducive to expanding domestic demands,promoting development,and adjusting structures.Since 2000,about 50,000,000 square meters of shanty towns have been transformed nationwide,and the housing conditions of nearly 1,000,000 families confronted with housing difficulties have been improved under the active efforts of governments at all levels.In this paper,the post-construction sustainability evaluation of shanty town renovation projects is defined as “the sustained post-construction evaluation of the long-term dynamic coordinated development of the region through shanty tower transformation with the urban economy,environment and social system in the context of fulfilling the sustainable development of cities” based on public investment,housing security,urban renewal,sustainable development,post-project evaluation and other theories and in connection with the characteristics of shanty town transformation projects,which incorporates the four aspects of social impact,economic benefit,environmental impact and management system.Later,a post-project sustainability evaluation index system involving a total of thirty-one indexes falling into four categories such as economic growth,social development,ecological environment resources and project effects is created for shanty town transformation projects based on the principles of systemicity,scientificity and importance and through literature analysis and expert survey.After that,the sustainability evaluation methods for the shanty town transformation projects are established by means of fuzzy comprehensive evaluation decided through comparison and selection.In the last,the case of Xuzhou XKC project is studied.The basic data of XKC project is obtained through field interview and questionnaire survey,the values of its post-project sustainability evaluation indexes are decided,the score of its fuzzy comprehensive evaluation is then worked out,and further improvement suggestions are proposed accordingly.As an important livelihood project,an environment project,a safety project and a development project,the sustainability of shanty town transformation has far-reaching effects.On the basis of defining the postproject sustainability evaluation of shanty town transformation projects,its evaluation index system and evaluation methods are established and a case is studied,which will contribute to the comprehensive understanding and objective evaluation of the sustainability of shanty town transformation projects and the exploration of improvement ways,with certain theoretical significance and remarkable practical value.
