The Sustainability After Evaluation Research Of Xi’an-Tongchuan Renovation&Expansion Project

Transportation is the basis of social economic development, and it’s the precondition to maintainsocial economic activities, taking an important part of modern transportation, becoming important symbolsof measuring the economic development and modernization level of a country or area. West of copperhighway (from Xi’an to Tongchuan) is a part of three north-south longitudinal lines of Shaanxi “2367”highway system, and it is also an important section of Baomao line (from Baotou to Maoming, G65) ofNational “7918” highway system in Shaanxi. It has been praised as tours of revolutionary heritage andperforms an irreplaceable role in the social economic development of Shaanxi province.The theoretical foundation and basis of the post-evaluation for highway construction projects areanalyzed in the second capture of this paper, on which the research contents and basic approaches of thepost-evaluation are described; in the third capture, contents, approaches and indicator system of thesustainability post-evaluation are analyzed and described based on the theoretical analysis of thepost-evaluation, which provides studies on the sustainability post-evaluation for construction projects inthe next section with theoretical guidance. This paper takes West of copper highway reconstructionprojects as a backing, according to the indicator system of the post-evaluation for highway constructionprojects, conducting studies on the sustainability post-evaluation for West of copper highwayreconstruction projects in factors of projects sustainability, social economy sustainability, environmentalresources sustainability, project operation sustainability and project itself sustainability aspects by thehave-and-have-not method. The results finally show that West of copper highway reconstruction projectscan meet the demands of construction projects sustainability, i.e. the projects are sustained.The results of the post-evaluation for West of copper highway reconstruction projects perfect thehighway management system of Shaanxi province, offering certain guidance and reference function topromoting highway project management level and provide investment decision for highway with technicalbasis, promoting the long-run, harmonious and sustainable development of construction project, yieldingvaluable experience for perfecting highway management system, playing great practical significance onensuring the deepening reform of transportation.
