With the rapid development of expansion and reform for urban power systems in China, urban power system planning has become an urgent work. Substation locating and sizing is an important step, which will affect many aspects directly, including power line routing, network structure, power network investment, power supply reliability and operation economy level.Instead of the traditional substation optimization planning method based on geometry coordinate, this paper presents a novel way for substation planning based on divisional weighted Voronoi diagram, which can optimize the quantities, sizes, locations and power supply areas of substation according to different substation sector.During the whole process, a mathematic model is proposed to get the capacity combinations of new substations firstly, in which the optimum solution and suboptimum solutions can also be obtained simultaneously by integer programming.To take account of the affections, a substation optimization method based on divisional weighted Voronoi diagram is proposed to automatically decide the power supply areas of each substation and optimize the locations of new substations. This paper also makes a clear division of the sectors and a better definition of the weighing coefficient. The results verify that the proposed method saves operation and line loss costs. Furthermore, it improves the scientificalness and adaptability of substation optimization planning result with significant engineering practicability.
