Study On The Sustainable Utilization Of Tianjin Agricultural Water Resources

Water resources are the important support of the economical society's development. Water conservancy is an important basic establishment of national economy. Since the foundation of the nation, a large scale of water conservancy construction has been developed in Tianjin. It promotes the development of the economical society. However, accompanying with the rapid development of the countryside economical society, many problems still exist, such as the shortage of water resources, the floodwater disaster, the aggravation of the water circumstance and soil erosin, the weakness of rural water conservancy infrastructures and so on. Particularly, the shortage of the agricultural water resources has become the bound factor of the development of Tianjin countryside economical society. Based on the sustainable theory and the system engineering theory, this thesis analyzes the development and utilization status of Tianjin agricultural water resources and proposes the policy suggestions to realize the sustainable development of Tianjin agricultural water resources. It provides the decision-making support to sustain the better and faster's development of Tianjin countryside economical society.The thesis introduces the background and the necessity of the research, describes the relationship between the development of Tianjin and water resources. It indicates the theoretical connotation of the sustainable utilization of agricultural water resources and expounds the classical experiences at home and abroad. With giving a brief introduction on the present, the exploitation and utilization condition of Tianjin agricultural water resources, it analyses the main problems and disadvatanges existing in the process of agricultural water resources'exploitation and utilization, for example, the shortage of water resources, floods, the aggravation of water circumstance, the weakness of rural water conservancy infrastructures, the unorganized water resources'management system, the incomplete mechanism of agricultural saving water's investment and financing, the halfway system of agricultural saving water's management and etc. Furthermore, with analytic hierarchy process (AHP) used, the sustainability of utilization of Tianjin agriculture water resources is evaluated from four aspects including water resources, water supply, water demand, environment and benefits.In conclusion, the thesis provides several measures and suggestions of the sustainable utilization of agricultural water resources considering Tianjin actual situation and according to the experiences at home and abroad. The first is to construct the agricultural multi-water resources distribution and utilization systems. Secondly, it is to develop the agriculture with more effective saving water. Thirdly, to strengthen the reparation and alteration of the agricultural water environment. Fourthly, to promote the reform of agricultural water price and to construct the economic control system of the sustainable utilization of agricultural water resources. Finally, to supply the following assurances and supports: organization, financing, policy, regulations and science and technology.
