With the rapid development of economy and urbanization of Tianjin in recent years, the demand for water and soil resources has become more and more strong. However, the Tianjin city belongs to the resource city of serious water shortage, water resources have been unable to meet the needs of the development of the city’s water. With the process of urbanization and the extensive use of land, resulting in land use pattern changes in Tianjin, the layout needs to be optimized, intensification should be improved. The waste of resources and a shortage of resources has become an important factor restricting the further development of Tianjin. In order to ensure the sustainable development of Tianjin, the sustainable utilization of water and soil resources should be improved. Based on the above purposes, this paper uses the theory and method of system dynamics to Tianjin for the study, the sustainable development of the system is divided into land and water resources of Tianjin population, economy, water resources, land resources and the environment of five subsystems, study on the internal structure and internal links, created land and water resources in Tianjin system dynamics model. In order to solve the problem of water resources as the core, five different modes of utilization of water resources are designed, three different land resources development model is simulated. The comparison shows that Tianjin may not be at the expense of economic growth at the expense of the coordinated water resources development pattern, while suppressing the construction land expansion and protection of cultivated land quantity, agriculture and industry were taken water-saving measures, increasing agricultural pollution management, it can guarantee the coordinated development of social economy and water and soil resources and the environment.
