Study On The Public Participation Pattern In Urban Planning Of Wenzhou

With the continuous development of the society, the economic system and political system continued to deepen reforms. Urban Planning was arisen profound transform in the both theory and practice. Urban Planning as a public policy has gradually become a consensus. Public participation in urban planning is becoming increasingly important.Based on the macro background of social transformation and the regional background of Wenzhou model, the article reviews the theory of the public participation in urban planning both at home and abroad and thus highlights the urgency and necessity of public participation and urban planning in the new epoch. On this basis, the article then aggregates the main form of the United States and Germany' s course of public participation in urban planning in terms of four dimensions of organizational forms, participation stage, technical methods, and legal guarantee. Taking the practical problems the author encountered in the work as a platform, the article reviews on the introduction and development of public participation in the urban planning of Wenzhou, analyses the existing problems and reasons several aspects. This article aims at building a diversified public participation mode through three ways: improve the legal system security system, innovate diversified platform of public participation, and establish diversified mechanisms of public participation. This article is of great realistic significance in the effective promotion of the process of public participation in the urban planning of Wenzhou, and thus will be in it' s further and orderly development.
