| Sustainable development is the common desire of human society development and can not be realized without the support of water resources.With the growth of economy and the expansion of population,problems related to water become more and more serious and have hindered the economic development and social progress.In order to ensure the sustainable development of social economy,we urgently need to change the way we use water to make the sustainable utilization of water resources come ture.Doing study on the sustainable utilization of regional water resources evaluation and exploring methods to improve the level of sustainable water use have important guiding significance for solving the problem of regional water resources and giving full play to the supporting role of water resources for sustainable developmentMany foreign researches on the sustainable utilization of water resources are concentrated in promoting the sustainable water utilization idea,sustainable evaluation,management and planning of water resources,unconventional water resources utilization.while domestic researches are focused on the evaluation index system,evaluation methods and relevant theories of sustainable utilization of water resources.Based on the theory of sustainable utilization of water resources,we systematically expound the water resources definition,the theory of sustainable development,water resources complex system and the connotation of water resources sustainable use.On this basis,we use frequency analysis method to select preliminary indexes considering the physical geography,social economy,water resources utilization situation of Chongqing.And then,we ultimately establish a evaluation index system of sustainable utilization of water resources of Chongqing city by taking the principle of index selection and advice expert advice into account.The evaluation index system is compsed of the target layer,the standard layer,the indicator layer and include three aspects:water resources,social economic,ecological environment.Referring to the relevant literature,the five-level evaluation standard of sustainable utilization of water resources in Chongqing city is formulated,and modified-PCA method is used to evaluate the sustainable utilization level of water resources in Chongqing from 2001 to 2015.Evaluation results show that the water resources system of Chongqing is in a state of weak sustainable development from 2001 to 2015,mainly due to the lack of water supply capacity.The development level of social economic system is increasing and the evaluation level changes from general to higher,mainly affected by population,industrial structure,Water use efficiency,drought and flood disasters.Ecological environment system showed a significant rising trend but the overall level is not high and the evaluation transite from very low to low.This is because the ecological protection efforts gradually strengthened,but soil erosion,water pollution and other issues are still serious.Under the interaction of three subsystems: water resources,socio-economy and ecological environment,the sustainable development of water resources has a steady trend,and the evaluation level changes from poor to normal.According to the analysis of the main influencing factors of sustainable utilization of water resources in Chongqing,some measures are put forward to promote the level of sustainable water use in Chongqing including strengthening water conservancy facilities construction and operation management,improving the flood and drought disaster reduction system,optimizing the industrial structure and developing water-saving industry,enhancing people's awareness of water conservation,reducing the waste of water resources;increasing the intensity of soil erosion and water pollution control.In view of the complexity of water resources sustainable use and the limited knowledge,there are still some problems in evaluation index system,index evaluation standard and evaluation method of water resources which need further study in the future. |
