With the rapid development of our country's economic, the phenomenon of shortage energy has been more and more serious. There are rich of coal resource and lack of soil resource in China's energy. According to the Xinhua News Agency reports, the annual oil import has increased rapidly since China became a net importer of oil once again in 1993. In order to alleviate the shortage of soil and raise the utilization rate of energy, the plan of Coal Replacing Oil will been put into practice to cope with the impact of soaring international oil price in China.The coal gasification highrise plant is the key plant of the coal gasification project. Because of its structure and equipment are very high, the overwhelming majority of this plant structure make use of the scheme, concrete structure to build the underneath structure which under main equipment and steel structure to build the upside structure and concrete thick board to support main equipment. So the dead load of this kind of plant structure and the construction period and difficulty construction of is very high. This article put forward the scheme of making use of steel structure to substitute concrete structure which can realize manufacture industrialization and mechanized installation of the coal gasification highrise plant. Thereby, the dead load will be alleviated and the construction period will be cut down. So the aim of increasing the investment economic efficiency can be achieved.The checking computations, bearing capacity and stability of the main structure and seismic behavior distortion and elastic response spectrum seismic analysis in high-level earthquake on a typical coal gasification highrise plant, are calculated by Finite Element Analysis Program ANSYS. The measure which setting up fluid viscous dampers on the steel coal gasification highrise plant can solve the problem of overlarge drift angle. Elastic seismic time history analysis in high-level earthquake and elasto-plastic seismic time history analysis in low-level earthquake are given to the two finite element models, the coal gasification highrise plant and the steel coal gasification highrise plant. As is show in the contrastive analyzed result, the steel coal gasification highrise plant with fluid viscous dampers can take place of the steel coal gasification highrise plant.In order to discuss the absorption of vibration effectiveness when setting up fluid viscous dampers on the steel coal gasification highrise plant, elastic seismic time history analysis in high-level earthquake and elasto-plastic seismic time history analysis in low-level earthquake are given to the two finite element models, the steel coal gasification highrise plant with fluid viscous dampers and the steel coal gasification highrise plant. The result, drift angle and story shear and center of gravity displacement of top storey and acceleration time history, has been extracted and contrastive analyzed. And the absorption of vibration effectiveness is very obvious when setting up fluid viscous dampers on the steel coal gasification highrise plant. The fluid viscous dampers can enormously reduce peak value response of structure under earthquakes action. The concerning conclusion can be a reference to many engineering designers.
