Along with the development of numeral communication technique and multi-media picture technique, remote video monitoring carried out in the substation can resolve the problem of spot visual and environment monitoring. The remote video monitoring system is the outcome of electric power automation technique development. It satisfied the demand of unmanned operation and safe operation of the substation. The research of the remote video monitoring system involves to the key technique of The picture supervise and control. The thesis take the design of remote video monitoring system as a topic.Unmanned operation have already become the main operation mode of the substation. The main technique means of unmanned operation is to carry out comprehensive automation of substation to realize microcomputer protection, data capture and measure, remote control, parameter regulation and signal monitoring. It usually is called "Four remote control". People not only need to understand the substation equipments work condition, but also carry out real time monitoring. "Four remote control" can't santisfy the overall request of the substation of unmanned operation.The present condition and the development trend of the remote video monitoring system have been inquiried in detail. The principle and technique characteristics of H.264 has been discussed in this thesis. H.264 video compress coding technique has been chosed to carry out the new generation remote video monitoring system. DSP built-in platform has been adopt to develop coding server of the remote video monitoring system of the substation. The structure of coding server has been designed. Comprehensive transmission technique of remote video information, comprehensive bandwidth allotment method, the video control communication, obstruct control of information transmission have also been studied. Master station structure has been designed. Layered structure of the master station, the concept of substation and multilevel master station of remote video monitoring syestem, congestion control, soft design of master station have been put forward. And interface of electric power automation EMS of the system has been studied. This thesis Toffers some theory reference and practical methods for the development of the remote video monitoring system.
