An Analysis Of The Problems & Solutions Concerning Urban Village Reconstruction From The Angle Of Profits Distribution Of Land Value Increment

The existence of urban village is regarded as a characteristic phenomenon in the process of urbanization in China. It is believed that the reconstruction of urban village is the most difficult and complicated subject on the research of urban planning. The essence of the reconstruction of urban village is the redistribution of social wealth caused by land value increment. Concerning the source and belong of collective land value increment of urban village there is serious theoretical divarication and the present distribution is also in a state of disorder. Therefore it must be avoided to aggravate the uneven distribution between the rich and the poor and to influence social stability and development.The city government's policy plays an extensive and important role in the result of urban village's reconstruction. At the present stage, when the government makes the reconstruction policy of urban village and implement planning permission purview many typical faults appear which expose the deep-seated problems existing in the government. Firstly, the meaning of the occurrence and existence is still not known fully. It is also not known clearly that the existence of urban village is a result of self-organization and self- adjustment in cities in order to solve the pressure from the fast urbanization progress. Secondly, the government hasn't done enough research on both profits source and distribution of land value increment in urban village and hasn't known right about the essence of urban city reconstruction. The government is not aware of the serious result of the improper urban village reconstruction. Thirdly it is the problem of government self-improvement including the government's self-serving motivation, value tropism, decision-making mechanism, the long-term influence of planned economy, and the related permission organ's limitation of organ construction as well as hard working situations in permission organs in urban city reconstruction.From the perspective of urban planning and economics, according to the way of summarization study, question investigation and giving solutions, this dissertation tries to comprehensively and profoundly ponder and analyze the problems existing in urban city reconstruction, summarizing and discussing the essence and solution to the problems of urban city reconstruction combined with other related academic disciplines including philosophy, sociology, law, management science and history of cities.This dissertation first reviews and summarizes the main domestic research findings of urban village and its existing problems nowadays. Then the dissertation widely investigates and analyzes the present situation such as land, construction and residents, therefore summarizes the causes of the urban village's formation, the meaning of its existence and the probable problems brought by reconstruction. It also analyzes the six profits groups involved in the reconstruction and also indicates that the essence of reconstruction is the social wealth redistribution caused by land value increment. This essay introduces and makes reference to the land development right from the angles of equity and efficiency in order to differentiate and analyze the profits belongings of land value increment. Subsequently it summarizes and pointedly analyzes the lapsus policy and harm caused by the neglect of profits distribution concerning land value increment on the government's promotion of urban city reconstruction as well as planning permission. Finally from the perspective of system construction this dissertation primarily puts forward the government's solutions to the profits distribution contradictory of the land value increment during the process of urban city reconstruction.
