Urban Village Reconstruction Modle Research And Case Analysis Of Qingdao City

As China’s eastern coastal open city, Qingdao is accelerating the urbanization of city in recent years. The contradiction between the development of real estate and intensive use of land has appeared gradually. With the continuous development of Qingdao’s economy, society and city construction, city urbanization has entered the accelerating stage. The left villages of built-up areas have become resistance of city development, especially in recent years.According to years of exploration and summary on urban village reconstruction,the innovation type of "Three determine principles for four types of village land" has been taken by Qingdao. The different forms have been taken to transform different villages in the city. Suitable measures have been chosen to transform the village,according to different situation of every village.Three principles to determine four types of village land mode has been cleared in Qingdao since 2008. The large-scale village reconstruction has been started. The image of city improves constantly. The land compensation standard for village residents has improved greatly, thus, the subsequent development of villages is ensured strongly.The four categories of land are to divide land into resettlement land, subsidized land, economic development land and common land. Three kinds of determination refer to qualitative, quantitative and positioning. The advantages of this mode are as follows:(1Put the government on the dominant position of village transformation to bear main responsibility and work instead of developers;(2) Keep the key work of village transformation in advance, and limit the development of land planning of land before project development, to avoid the real estate development leading to the corruption of power;(3) The government doesn’t seek landdividends coursed by reconstruction of the village, no longer exploitates village residents and land revenues. It is important to keep balance within the villagers, village subsequent economical development, free use of city supporting land and development profits of developers.The author has grasped the principle and key process of four types of village landand three kinds of determination, according to related theories and actual experiences.In The practical experiences are summarized and some ideas and suggestions are put forward in the paper, according to references, team discussion, panel of experts,filing, actual project operation and other research methods. Its application effect will be tested in the future.
