Our country is in the process of developing urbanization period. There is a huge energy consumption. Reducing emissions and energy-saving are important tasks. As we are known rural house is a major energy-consuming construction. It will cost about 40% of the total energy consumption of the whole society, meanwhile the amounts of rural houses are about 70% of the buildings. Therefore , it is the key point that raising the level of energy-saving .By the traditional,technical, economic, and other multiple factors, the energy-saving level of the towns and villages ,in China, lag far behind the city`s, It has become the constraint for sustainable development of rural house.Northern region is the major place of energy consumption , for it is the area of infection of cold climate ,and it is last long time .Therefore, we choose the rural house of the cold area to study . Analyze the typical characteristics of the northern village and rural house and divide the towns of the north cold area into there types, and summery the characters of requirement by the numbers. It is all depend on the dadas of surveying of Tianjin by Hierarchical clustering method. And separate the techniques of north region into five groups : design of energy-saving, heating ventilation and air-conditioning energy-saving, maintaining the structure of energy-saving, energy-saving lighting, using renewable energy sources.We sum up suitable evaluation index system and fuzzy comprehensive evaluation model after in-depth analysis of the characteristics of various technology types.Using energy-saving technology innovation of MaoJiayu village as an example , we reveal the results of research and verify the rationality of technical assessment and innovate the technology integration.
