| To ensure carrying out successfully the project"Transporting Coal from North to South"or"Transporting Coal from West to East", reduce the transport distance by constructing of railway or marine lane, is one of the most important schemes. Chidabai railway (chifen-daban-baiyinhua), is a key line in the project"Transporting Coal from North to South". However, a severe problem is that the wind sand disaster from Ke'rqin sandland in part of this railway line (in wenniute County, Chifen city) now caused potential risk to railway. To maintain this transport line, Sand Prevention and Control Project was carried out on Chidabai Railywa by Guanyuan Garden landscap Engineering Co., Ltd, as entrust by Baiyinhua Coal Power Co., Ltd. In Xilingele region, Neimeng Province.This paper includes five sections. In the 1st section, the background information of Sand Prevention and Control Project on Chidabai railway, wind sand disaster as well as the natural environment conditions was introduced. In the 2nd section, the theoretical frame, detail technical schemes, the protection forest Structure Configuration and the Quality and Standards were presented; in the 3rd section, the construction programs and design schemes, including the Initial Preparation, material supply plan, construction process plan, labor plan were discussed, and the project investment budget were also analyzed; in the 4th section, organization guarantee schemes during project implementation, including construction period guarantee, quality control steps, safety Guarantee, as well as civilization construct and environment protection plans, were discussed; The 5th section come to the conclusion. The detail information about this project was attached in the Appendix Tables.The novel properties of this study are,1. the technique scheme systems for Sand Prevention and Control Project in Chidabai railway are optimized and integrated several technique steps with full consideration of the nature conditions, especially wind sand disaster conditions in construction area. The technique schemes with stable theory basis are mature and full, the quality control standards are strict, and the schemes for Sand Prevention and Control Project with high operation ability could provide clear technique and theory guidance for manager.2.based on the guidance of technique schemes for Sand Prevention and Control Project and the project contract items, with full consideration of local nature and social conditions, project process plans were designed covered multi- technique steps for the three key processes, material supply, construction process, labor configurations. Through these schemes, the labor configuration plans and material supply plans, mainly including material supply period and material quality were guaranteed3. there are many difficulties to be overcome for the project of Sand Prevention and Control in Chidabai railway, including intensive sand/storm during construction periods, lack of labor in construction region, short of time, and large amount of cross construction operation for subproject. Additionally, more effects should be put on the main steps, including construction period guarantee, quality guarantee, safety guarantee et al, due to the complex configuration techniques for Sand Prevention and Control, the high quality standard for construction of protection of vegetated stabilized sand. To realize the construction period guarantee, the initial work before project set off should be done ahead of time, to arrange the cross construction operation between subprojects. To realize the construction quality control, management measures should be strengthen to the manager and quality inspector of sub-project. To ensure the construction quality, certain rules in construction operations should be obeyed. Additionally, the necessary communications between host and construction people to reduce the possibilities of work stoppages and slow work of the labor. Because long and narrow working place, large amount of working people and construction machine in the field, the safety guarantee measures also should be taken to avoid the loss of labor in the field, the accident between construction machine and working people, windbreak and fire disaster and son on.
