Studies And Countermeasures On Influences To SMS Due To China Seafarer Behaviors

In order to summarize the modality and extent of influences to SMS due to China Seafarer Behaviors, the author emphasized researches on the characteristics of living and working conditions, attribute of job, constructions, psychology and physiology, tradition of polity and civilization, relations between people about China seafarers. Not only the differences between seafarers and other professional people, but also the differences between China seafarers and foreign seafarers were considered when these characteristics studied. Based on the terms about human factors from《unified terms of human factor》, this paper summarized all human factors resulted from China Seafarer behaviors. From the analysis on the establishment, Auditing, running, purpose of SMS today, this thesis get the influences of China Seafarer behaviors, as well as the conclusion: The influences of bad China Seafarer Behaviors were so large that not only the abilities and wills of China seafarers were decreased, but also the running and purposes of SMS were affected. Even the establishment of SMS was effected by the counteractive to SMS of China Seafarer Behaviors. Aiming at the roots of problems, Countermeasures were presented. All these Countermeasures are based on the idea of treating the seafarer as a human, with human pride. The final goal is all China seafarers can work with pride. All Countermeasures ranged from the construction of national laws and rules(including the shortage of MSA's management), marine education, testing and evaluating as well as the getting of competence certificate, the training and choosing of seafarers, company management of crew, ship management, etc.. Regressing analytical method was used to present the advices and principals of seafarers choosing. The method of improving the psychological quality, body quality as well as the knowledge and skills was presented at the same time.The paper was made up of six charters. Chapter one was the introduction, which is the brief recommendation of whole text. Chapter two was made up of China Seafarer Behaviors. The brief introduction of human factor, ISM CODE, SMS was given at Chapter three, human factors resulted from China Seafarer Behaviors were summarized at the same time. The author's summing-up about the influences of bad Behaviors of China Seafarer to SMS was presented at chapter four. Chapter five was made up of all Countermeasures based on the analyses to the root of problems. Chapter six is the brief introduce of investigation.
