| The seafarer crew is the primary factor in the development of the port and shipping economy and an essential pillar of the maritime economic strategy.The professional group of seafarers and crews has undertaken 90% of the world’s foreign trade cargo transportation tasks.They have made unknown and arduous and outstanding contributions to human society’s clothing,food,housing,and transportation.The International Maritime Organization proposes to the governments of all Contracting States that the country attaches great importance to seafarers’ rights and interests,widely promotes the seafarer crew culture,and vigorously develops the seafarer crew team.Today,when the tide of global integration is surging,the development of seafarer crew has been increasingly restricted by the overall pattern of world economic growth and the prosperity of marine economic development.At the same time,many problems have become increasingly prominent.For example,the professional advantages of seafarers have declined significantly,and the structure is unreasonable;the market mechanism is not yet sound,training and use are out of touch,and the relationship between supply and demand is difficult to maintain a dynamic balance;the foundation for cultural construction needs to be further consolidated,and the protection of rights and interests has a long way to go.As a national administrative agency that coordinates crew management,maritime management agencies need to be problem-oriented,follow the development trend of the global shipping industry,do a good job in the top-level design of crew management,provide better quality public services,and help seafarers break through the development bottleneck.The research uses literature research,field survey,comparative analysis,interviews,and other methods to solve unavoidable practical problems put in front of ocean development,such as administrative supervision overrides convenient services,the unsound right’s protection mechanism system,and the weak training measures for seafarers.These problems can be refined into six aspects of top-level design,government services,convention implementation,laws and regulations,examination mechanism and source training.This article collects useful research on seafarers,seafarer education and training,and maritime crew management by domestic and foreign scholars and focuses on the seafarers in the Zhejiang area as the main research object.Based on the theory of New Public Service Theory,Citizenship Theory and Maslow’s Hierarchy of Needs Theory,this study describes the current situation of Zhejiang seafarers from four aspects: team size and structure,market supply and demand,education training,and professional attractiveness.It points out the current problems in the number,structure,salary,and high-quality team building of the seafarers which is the insufficient management of the maritime administration.In response to the causes of the above-mentioned problems,this article puts forward suggestions on the sustainable development of the seafarer team.Relevant departments need to,first,improve the public service level of maritime administration agencies,change the concept of supervision services,and improve the quality of the management team;second,improve the seafarers’ rights and interests protection mechanism,improve seafarers’ social security legislation,and facilitate the settlement of seafarer’ labor disputes;third,speed up the training process of seafarers,improve the seafarer examination and evaluation system,and build a new education and training resource sharing model.The purpose is to help the maritime crew management department to better adjust the public service policy,follow the trend of intelligent shipping,and put forward forward-looking seafarer development suggestions that are operable,reproducible,and extendable. |
