With the rapid development of Internet in the world, the high-tech industry, typically, the computer technology, brings us with the information and network age, which make the society more and more dynamic. At the same time, new education and training modes have been introduced. The coming of information age makes the cycle of knowledge update become shorter and shorter, and how to adapt the education and training to the need of different people has attracted the attention of the society. Under this situation, the traditional face-to-face education and training mode has already shown its shortcoming, and modern distance education and training has emerged as the times require.Our country, as one of Group A Members States of IMO Council, is a big country in the shipping industry , and also it has certain experience and well foundation in the maritime education and training. But space and time constraints of the seafarer results in the speciality of their time for study. There are some characteristics for seafarer, such as the frequent mobility, the quick change of geographic position, the time for study and work cannot synchronized, all these factors will affect our seafarer's education and training to be at an international and global standard.Based on the lowest requirements of the STCW78/95 convention for the education and training of seafarer and the present situation in our country, combined with the relatively mature network technology of education, this dissertation developed a system named SDTS, which has the advantages of flexibility, simultaneity and publicity. This system can provide a preliminary network flat for the training and learning of seafarer, and also lay a base for more deeply research in the future. The major work and achievement of this thesis can be described as follows:1. Base on the detailed research of the structure of three-tier B/S, firstly, the dissertation brings forward to construct the general frame of SDTS with the B/S Mode. Some of major systematic modules in the service terminal, and the courseware resource, key information of teachers and students are stored in theservice terminal of database, which can guarantee the security and stability of the system.2. Database is one of the most important components in the SDTS system. Considering the characteristics of the seafarer, the dissertation thoroughly research on the demand analyzes, the concept model design and the logical structure design. In addition, the Access technology was introduced to fulfill the task of Database development.3 . The SDTS system introduces Java/socket technology to realize communication between client terminal and server terminal, and adopts JDBC-ODBC bridge technology to connect the database server with back-end database.4. After researching the analysis of demand and the compartment of functional module, the SDTS system adopts some computer languages, such as Java, JavaBeans and JSP, to realize the function of every major module, so those modules have the characteristics of platform independence. Finally, every module was embedded into the web pages of the SDTS system by using the HTML language.
