| In interconnected power grid,the functions,for example,reserve sharing and regulation compensating are achieved among wider range while electrical power resource is reasonably deployed.Besides compensation of electrical supply and demand between interconnected areas by energy exchange schedules,regulating resource of AGC units could be saved and grid frequency quality could be improved through the free unscheduled tie-line power flow between areas.Area inadvertent interchange energy is the net unscheduled tie-line energy between the area and all other tied areas.Generally,Inadvertent interchange energy should be paidback to balance the regulation among areas.The traditional payback-in-kind methods are not applicable under power market due to gaming of area in spite of the system reliability.Instead payback financially is suggested.The research on this is just started.Presently existing four methods of payback financially all have respective advantages and disadvantages of each.More research is desiderated.Through analyzing its cause,it's developed that accumulated inadvertent interchange energy provides all interconnected area huge space for cost saving.Development of power market requires that interconnected power grid should bring more benefit.Therefore,CPS standard which is a new control performance standard for interconnected grid is replacing traditional A standard.Comparing with A standard,CPS standard looses the limit to the unscheduled tie-line power flow,which results that inadvertent interchange energy increases. Through theoretical analysis,it is developed that CPS standard supplies areas the chance of share equally interconnecting benefits instead of benefits' distributing mechanism.As a result, some area lies on the interconnected grid excessively,and system reliability is reduced. Therefore,it is advanced to distribute the benefits in inadvertent interchange energy payback.Gaming due to payback in kind is analyzed.It's addressed that payback in kind is unequal in power market,instead payback financially would be more suitable.Meanwhile, it's developed that inadvertent interchange energy payback is a question of cooperative game.After the above analysis,a new payback method financially based cooperative game theory is presented.At first,the cooperative game model of controlling frequency in interconnected power grid is built to evaluate the benefit of each area in all kinds of coalition. Then the total benefit is distributed reasonably among all area by Shapley value method,and a method to calculate reasoningly the inadvertent interchange energy payback expenses of each interconnected area is proposed.The simulative calculations have verified the rationality and effectiveness of the method. |
