| Water is the basis for the survival of human beings and for the sustainable development of economy and society. However, severe water resource shortage and water pollution have become serious and common problems faced by China, as well as all over the world. They are also primary problems of global resources and environments in 21st century, which directly threatens the survival and development of human beings, and negatively affect economic construction and social development in our country.Jinan is one of the cities in north China which have severe water shortage. With the development of economy and society and the increase of population, industrial, agricultural and household water consumption increases rapidly, which makes the contradiction between supply and demand of water resource increasingly acute. Conserving water and building water-saving society are the most efficient ways to solve water resource problems in Jinan.Water-saving society is the society which water resource is used in a high efficiency. It is even more important for Jinan, which is well known as "the City of Spring", to construct water-saving society. In this paper, based on the relative theories and research methods, and according to the connotation of water-saving society and current situations and characteristics of water resource in Jinan, we set up an evaluation index system for the water-saving society in Jinan. We analysed the overall levels of water-saving society from 2000 to 2007, predict the developing trend in water-saving society and proposed solutions to the construction of water-saving society. The main contents of this paper are as follows:In the introduction, we introduced the background, purpose, significance and current work on the research of water-saving society. In addition, we aslo addressed the connotation and theory basis of water-saving society, and the flow chart of techniques we used in this paper.In the second part, we discussed the general characteristics of Jinan area, in natural geography and social economics. The general characteristics of water resource and surface water were discussed in detail. On these basis, we analysed the necessity of water saving in Jinan.In the third part, based on the comprehesive understanding of the connotation and theory of water-saving society, and according to the water-saving characteristics in Jinan, we set up an evaluation index system for the water-saving society in Jinan. This evaluation index system includes comprehensive evaluation on water conservation, evaluation on industrial water conservation, evaluation on agricultural water conservation, evaluation on household water conservation, evaluation on ecological affects, and evaluation on the development of economics and society. To avoid bias of subjective weighting or objective weighting, we employed subjective weighting layer analysis method and objective weighting entrophy value method to set the comprehensive weighting of each index.In the fourth part, we used fuzzy model of comprehensive evaluation to evaluate the overall level of construction of water-saving society in Jinan from 2000 to 2007. The results showed that the water-saving level was increasing year by year. We also analysed the trends and reasons for the changes of water-saving society in Jinan from 2000 to 2007.In the fifth part, according to the level and trend of water-saving society in Jinan from 2000 to 2007, we employed logistic model of SPSS to predict the developing trend of water-saving society in Jinan, and analysed the result.In the sixth part, we roughly summered the problems in water-saving society in Jinan,and gave solutions and suggestions to these problems. Finally, we predicted the developing trends of water-saving society in Jinan in the future. |
