Water is the material basis of the survival of human beings and the sustainable development of economy and society. However, due to the limit of the carrying capacity of water resource and environment, the shortage of water resource and the problems of water pollution become to be looming, water resource have become a bottleneck restricting factors of regional social and economic development. Weifang is one of the water-shortage city in the north of china. With the rapid development of society and economy as more as the increasing of the living standards of people, the demand for water resource is rapidly increasing, which lead to contradictions of water resources supply and demand also gradually deepened. To alleviate the contradiction between supply and demand of the water resource in Weifang and promote sustainable economic and social development, water conservation has become an important measure to solve the shortage of the water resource in Weifang. Therefore, the construction of water-saving society is carried out actively in Weifang.In order to make clear the water-saving level of Weifang, it is necessary to evaluate it. In this paper, based on the theories on water-saving society and research methods, combined with the current situation and supply of water resource in Weifang, we set up an evaluation index system for the water-saving society in Weifang. And then we analyze the water-saving society of Weifang by using principal component analysis and entropy method. According to the conclusion, we put forward some measures and methods to improve the level of the water-saving society in Weifang. The main contents of this paper are as follows:(1) Based on the analysis of the current situation and the development and utilization of water resources in Weifang, we know that it is necessary and urgency to carry out the water-saving society in Weifang.(2) According to the analysis of the actual situation and the construction of the water-saving society in Weifang, and based on the analytic hierarchy process method to construct the index system, we determine the evaluation index system for the water-saving society in Weifang. In this index system, there are5parts including the comprehensive water indicators, industrial water indicators, agricultural water indicators, living water indicators, ecological water indicators.(3) We use the principal component analysis method and entropy method to analyse the index system. The results show that water utilization level is increasing during2008~2012in Weifang, which indicates that the construction of water-saving society has achieved initial results, and the construction of water-saving society in Weifang entered the intermediate stage, and the development of water resources is towards to sustainable development. According to the evaluation results and combined with the actual situation of Weifang, we propose4aspects to improve the water-saving society of Weifang:to sound water resource management system; to implement water-saving access system; to build discharge permits and the polluter pays system; to strengthen the water-saving propaganda and improve water-saving awareness.
