Study On The Evaluation Index System Of Water-saving Society

Water is the source of life, the indispensable natural resources of human survival anddevelopments, and what is the world’s development strategic economic resources. With therapid development of the global economy, coupled with human’s irrational exploitation andutilization of water resources, this makes the ecological environment deteriorating and watershortages and pollution growing. In the21st century, the issue of water resources has becomeone of the main bottleneck restricting,which restricting the development of the worldeconomy. China is one of the13water-poor countries in the world, in china, per capita waterresources is only2152m3, which is about1/4of the world’s average. The issue of waterresources, for example, severe water shortages, low efficiency of water utilization andworsening water pollution, has seriously hampered the economic and social development ofChina. To establish water-saving society is the inevitable choice to solve the water crisis, andpromote sustainable economic and social development.In this paper, the water review the crisis at home and abroad, put forward the need forconstruction of water-saving society. Summarize the research of water-saving society at homeand abroad. Around the water-saving society evaluation, analyze its theoretical basis in termsof sustainable development, water cycle, water rights and water markets, and water resourcesand water environmental carrying capacity. Make an in-depth analysis of the range ofwater-saving society evaluation system, the guiding ideology and the connotation, calculatingmethod of every indicators. Evaluate water-saving society using Analytic Hierarchy Process(AHP),comprehensively, and calculate the index weights. Take Zichang County for example,after the overall analysis of its water resources, the current situation of development andutilization, summed up Zichang County’s severe water situation and the mainproblem.Combined with the status quo of Zichang County’s water-saving society pilot,establish evaluation index system of Zichang County’s water-saving society. Using AHP toevaluate water-saving society of Zichang County,the results show that Zichang County’sconstruction of water-saving society beginning to take shape. Finally, on the basis of theevaluation results, proposed security measures of the construction of water-saving social inZichang.
