Wind is a kind of clean renewable energy resources with the most development prospects. Nowadays wind power generation is a developmental technology of new energy resources. It has many strong points, such as the most mature technology, large-scale exploited value and commercial prospects. Because of its prominent roles in environmental protection, reduction of greenhouse gas emissions and promotion of sustainable development, wind energy resources has attached much great attention and has been applied and exploited extensively in more and more countries around the world . Further detailed investigation and evaluation of national wind energy resources, which based on existing wind energy resources census, are an extremely important foundational work for the implementation of the "Renewable Energy Law", the achievement of wind power self-construction and the utilization of wind energy resources in an orderly manner. Establishment of wind energy resources data sharing system, as well as the measurement and evaluation of wind energy resources, is an important component of investigation and evaluation of national wind energy resources.The data of wind energy has lots of messages, and relative with geography space information. The GIS are provided with a strong function in data processing, data analysis and visualization comprehensive management. Take the GIS technology to build database of wind resources; it can realize wind resources sharing service. Depend on project with National Development and Reform Commission, the Ministry of Finance, China Meteorological Administration, combining with practice works, this paper takes two parts that wind resources by the GIS and the number of exploiting and carry out study as following:1.Applied the GIS technology to the wind energy resources sharing service, thispaper establish the policy about wind resources space inquired research, and provide theparameter of wind resources with some information about wind resource on internet.2.Used the GIS spatial analysis function to calculate the potential quantity of thewind energy resources on national interior and coastal region, and drawn the potentialdistribution map of the country's hundreds of millions of KW wind farm.3.Have established the model to calculate the potential quantity of wind enerACgy resources on mainland and offshore.The result shows:Through the technology of the GIS on the basis of the wind energy resources, the wind energy resource sharing system build the communication between the data of wind resources and the space message, and provide parameter of wind resources, some information on internet. Using chart, table, special maps etc. , it shows the characteristics and rules of the data of wind energy resources on line.The spatial analysis result showed: the Chinese region that may carry on scale development at hundreds of millions of KW wind power plant mainly distributed the greater part of inner Mongolia , the northeast of Xinjiang, the northern Gansu , the Taiwan strait, the coast on Zhejiang, the coast on Fujian, the coast on east Guangdong.The model how to calculate the number of exploiting which set up wind resources in continent and nearby continental sea, can make sure of the calculated accuracy and improve the effect of calculation.This paper's innovation lies in introducing the GIS technology into the wind energy resource field, fully utilizing the superiority of GIS in spatial analysis. This system realized the visualization of related parameter of wind energy resources . The model estimated total quantity of potential wind energy resources. This paper provided the most basic precondition for the full development of wind energy resource, and provided the reference for plan layout the regional large-scale wind farm.
