Water Energy Resource Exploitation Research in Heilongjiang ProvinceThere are four water systems in Heilongjiang province, including Heilongjiang river, Songhuajiang river, Wusuli river and shuifenhe river, which are abundant in waterpower resource. The newest countercheck result of waterpower indicates that there are 1918 river with the drainage area of over 50 km2 in the whole province whose theoretical storage of waterpower resource is 864.2* 104kw, ranking the first among the northeast area, accounting for about 50% of that of the northeast area. Songhuajiang water system has the biggest theoretical storage of waterpower resource, accounting for 48.5% of the whole theoretical storage of the province. Heilongjiang water system is in the next place, accounting for 46.74%. Waterpower is clean and recycle energy. Contrast with fire-electricity, waterpower has a bigger one-off investment, lower operating expense, no air-pollution, recycle use. After we built waterpower-electricity station, we can strengthen flood-preventing ability of downstream, improve the condition of farmland irrigation and town-supplying and region environment and so on. Exploitation extent of waterpower resource is an important symbol of scientific and technical advancement and economic development. At present, however, exploitation extent of waterpower resource is low in Heilongjiang province. Waterpower-electricity only account for 10.5% in exploitable waterpower resource. Electricity in Heilongjiang electrical power system is mainly fire power generation. Waterpower generation only accounts for 7.67% in electrical power capacity. The structure of electrical power generation is not reasonable, and the proportion of waterpower and firepower generation is seriously out of order, and peak-adjusting power supply is short.By analysis of water and waterpower resource condition of the main rivers in Heilongjiang province, we collected and researched carefully existed survey result of waterpower resource in this paper. We also predicted electrical net requirement for electrical power and waterpower-electricity with considering peak-adjustment in the near and medium term. According to practical technique, better economic index, nearing the main electrical net shelves and focusing on electrical load, we determine overall arrangement of waterpower resource exploitation, select item of waterpower resource exploitation in the near and medium term, raise a blueprint about Heilongjiang water-electricity power exploitation and establishment in the near and medium term in order to take reference for relative department.
