The Application Of GIS In The Urban Emergency Management

This paper concerns on the research and development of urban emergency management with CIS technology. As a new and synthetic technique, GIS integrates information science, space science and geo-science etc. First of all, GIS is a computer system capable of capturing, storing, analyzing, and displaying geographically referenced information which include spatial position information and property information. On the other hand, the real power in GIS is through using spatial and statistical methods to analyze attribute and geographic information. The end result of the analysis can be derivative information, interpolated information or prioritized information. In this paper, through the methodology studying and application analysis of urban emergence and management framework, an urban emergency data management system is developed. Further more, an application study of emergency management on urban earthquake disaster also considered based on GIS technology.During urban emergency management and its application system analysis, the research focuses on emergency system model establishment, system requirement design, relationship between spatial database and management information system. And some discussions on system construction and function of Decision Support System (DSS) are also involved.In the setting up of system of the urban emergency management, the construction, renew, circulation, exchange and usage of space data base are beneficial means of information system construction, making sure the model of space data isn't only the core of GIS database but also the successful foundation stone of GIS.In the paper, I depend on the technology system of urban earthquake emergency command, designing the software system of database management. In the aspect of data plan, I depend on the standard of country, making the construction of system database general using, supporting the simple model of construction of the UEECTS.The application and research of GIS in early earthquake emergency response in urban, satisfing the demand of earthquake emergency when the information of earthquake is not enough.Judging the situation of earthquake, and understanding the disastrous influence scope and the monitor ability of earthquake which depend on the information of earthquake and geological structure. At the same time ,provide the solid foundation for the smooth implement of big earthquake emergency management.
