A measurement system of electric parameters based on DSP and ARM is designed and implemented in this paper. The electric parameters, such as the RMS value of voltage and current, power, can be real-time measured. A modularization technique is applied in the design. The measurement system can be a common portable platform of testing equipment for electric energy meters and analysis system of power-line signal, by extending proper functions. The design of hardware and software is proposed in this paper. The system is composed of two parts: data acquisition module and system supervise module. Acquiring, processing and transferring the signal data of power-line are completed in the data acquisition module, whose core ICs are a DSP and a high-precision ADC. A convenient user interface is supplied in system supervise module, on which WinCE 5.0 runs. An ARM9 IC is its core. Tests prove that the system has achieved the expected precision.
