| The thesis introduces the background and the status of the study in and out.By investigation and analysis of the Wenzhou Port position,the channel condition,the pollution accident in the waterways,the equipment for prevention of pollution,the number and the situation of the vessels,the emergency ability and the status of the maritime safety administration,comparing the methods used for the port ability of preventing the pollution,and in combination with the situation of pollution emergency ability in Wenzhou Port,the Fuzzy Evaluation is choose to divide the levels of the ability for preventing emergency pollution in Wenzhou Port.Based on the analysis of the equipment for preventing pollution,port qualification,ability of the responding person and the status of management by MSA,taking consideration of the opinions of the experts,the person factor,environment factor,management condition and equipment are determined as the evaluation index to set up two floor estimated criterion system for the partition of the responding ability level of preventing pollution in Wenzhou Port.By delivering the survey,it is to determine the evaluation index and use the AHP to determine the weight of the index.Combining the data analysis and delivering the survey,the standard of the evaluation is determined.Based on that the risky evaluation membership for the index and Fuzzy Evaluation model are set up.The ability of preventing pollution in Wenzhou Port is determined by calculation.By dividing the ability level of preventing pollution in Wenzhou waters,the key waters for equipping the facility is determined.Based on the analysis of the key factors, the paper brings forward the advice and measurement in equipping the facility of preventing pollution,improving the ability of responding emergency pollution, monitoring of MSA and control by the government.It is useful for equipping the facility of preventing pollution and promotion of the ability of responding emergency pollution.
