A Study Of Emergency Capability Construction Planning Of Pollution Prevention In Dong-Ying Port

With the continuous development of marine economy, higher requirement has been put forward on the maritime transport capacity and the development of marine energy level around the world, the probability of pollution incident generated in the process of port construction and centralized resource development is also rising. In recent years, marine pollution incidents have occurred at home and abroad, not only caused direct damage to the marine environment, but also created tremendous negative impact to state and enterprise. In response to sudden marine pollution incident, countries around the world have introduced regulations, and carried out related research to strengthen the construction of emergency response capacity of marine pollution, improve the emergency response level of pollution incidents comprehensively.Dongying is the center city of the Yellow River Delta, it locate in the intersection area of the Efficient Ecological Economic Zone of Yellow River Delta and the Shandong Peninsula Blue Economic Zone. As an important regional port of Shandong Province, Dongying port has excellent location and region advantages, and gradually develop into a comprehensive port major in oil, liquid chemical, bulk cargo transportation, and begin to have container transportation. The implementation of the contingency plan is important for the prevention and disposal of marine pollution accidents, protecting marine environment, and promote stable development of marine economy.In recent years, marine economy in Dong Ying develop rapidly, the number of ship entering and leaving increase greatly year by year since the port opened in2010. With the development of industrial park behind the Port, the pattern of integrated, coordinated and balanced development initially formed. With the development of economy, marine environmental emergency increasing sharply, marine environmental risk pressure also increasing greatly, it is imperative to establish oil spill surveillance monitoring system of Bohai Sea jurisdiction, improve emergency response mechanism to detect and dispose of the oil spill and other major environmental pollution accident as soon as possible.Combined with the development and utilization characteristics of the waters and the characteristics of sensitive areas, the study give a comprehensive analysis of the status quo of combating oil spill contingency planning capacity within the region. For ocean economic development and disposal problems, the study develop a near future risk contingency capacity building (2015) and long term (2020) targets of Dongying sea area. It also draws up a plan from the system construction, allocation of resources, monitoring and so on, and propose the corresponding investment calculations and related safeguards.
