Hebei province is one of the most arid regions in China, water crisis includes water resources shortage, water pollution and water eco-environment deteriorates has become serious restrictive factors of the economic and social development and ecological environment construction. The position of "Water" has been upgraded from the lifeline of agriculture to the lifeblood of economy. We have entered a new era: the water crisis era. As the increasing of water demand and control, every sub-system of the water resources composite system, such as the water system, social system, economic system, ecological system and environment system, could not be sustainable development in the inner system, or could not be harmonious coexistence. This situation will lead to contradictions of the entire system, and what's more, it is possible that the productivity of water resources will face to decline and even collapse. Therefore, it is essential to recognize whether the water crisis has happened in Hebei. And according to the results, put forward practical and effective countermeasures have both scientific significance and practical values to solve the water crisis in the region and to achieve the sustaining water resources utilization in Hebei Province.The main contents of this paper are as follows:⑴Broad sense water crisis and narrow sense water crisis have been defined. In a broad sense , the water crisis was a kind of crisis situation related to the national security and sustainable development;in a narrow sense, the water crisis covered five types:water shortage type, water pollution type, management type, engineering type and ecological type. These types showed inharmonic operation in or between the sub-systems. Then the concept of water crisis management was put forward, and the similarities and difference between water crisis management and other crisis management was analyzed.⑵According to the evolution of the water resources composite system when the system was disturbed, the qualitative division of the water crisis stages was presented. It was pointed out that the stages mentioned above could be abstracted to mathematical process by water crisis recognition, that is, quantitative identification of the critical state of water crisis and whether the issue of the system could accumulate to water crisis were available. Accordingly, division of the water crisis management phases was analyzed. Furthermore, this paper made clear that the water crisis recognition was also a key stage and the core of the water crisis management.⑶Based on the coupling relationship of water system, social system, economic system, ecological system and environment system, factor system to be selected was determined. And using the method of grey correlation degree analysis, the recognition factors were screened out. Furthermore, function expressions of control variables in the cusp mutation model are obtained by factor analyses of the recognition factors. Then, simulation of cusp catastrophe of each region in Hebei province was given.⑷According to the recognition results, measures to local conditions was put forward to cope with the water crisis, thus, it enriched the water crisis management theory and provide a new research thinking to deal with water crisis effectively.
