Water resources are the fundamental condition to the survival of human,also are the important strategic resources in the national economic development.The sustainable development and utilization of water resource has become a strategic issue in economic development.Because the water resources were over exploitated,that appears severe imbalance between economic,social development and water resources in some areas.Therefore,it is important to making the water situation clear in China,evaluating the development and utilization degree of water resources reasonably is particularly important.The paper firstly summarized the research progress systematically about the degree of water resources development and utilization in China and overseas.Secondly,on the basis of summarizing the theoretical research on water resources development and utilization carried out by predecessors,and data from the year of 2014,with the national provinces and first-level water resource regions as the research object,we considered various of factors,calculated the development and utilization rate in provinces and first-level water resource regions objectively,and then constructed the evaluation model,finally,evaluated the water development and utilization degree of every province comprehensively.The main results of this thesis are as follows:Firstly,we analysed the history of the current research in China and overseas,summarized the theory,got familiar with the basic concept of the development and utilization of water resources and the basic process of water circulation,studied the current calculation methods of the water resources exploitation and utilization rate,considered a variety of factors respectively,including deep confined water and other water quantity,water entry,the allowed transit water to use and so on.In addition,put forward the calculation methods in corresponding situations;Secondly,using the grey correlation analysis,we selected 13 indexes,which had higher correlation with the exploitation and utilization of water resources,constructed the evaluation index system.We evaluated comprehensively by constructing hierarchical analysis model,the comprehensive evaluation model based on coefficient of entropy and the comprehensive evaluation on the principal component analysis(pca)respectively;Finally,we analyzed the trend of water supply and consumption in our country,referring to the data from 1999 to 2014 of water resources bulletin,calculated objectively the rate of water resources exploitation and utilization(river basin and the provinces),compared and analysised that using different methods respectively.The results show that the rate of exploitation and utilization calculated from transit water capacity allowed to use is relatively accurate,and the result based on the entropy weight fuzzy comprehensive evaluation is more accurate.The comprehensive index of the degree of national water resources development and utilization is 0.34,belongs to the development stage V? level,its development degree has a certain scale.In this stage,we should pay attention to the comprehensive planning and management of water resources,control strictly the total amount,so as to ensure its sustainable development.In addition,the number of provinces and autonomous regions in grade V? accountes for 26%;grade V?,39%;V?stage,35%.According to the visualized result of ARCGIS,we can see that the comprehensive index of degree of water resource development and utilization is closely related to precipitation,per capita water quantity,population density and per capita GDP index and so on.
